The city originates in the second half of the IX century during the rule of prince Boris I as a warcamp with a fortified castle and garrison, located 30 kilometers from the capital of the First Bulgarian Nation Pliska. In 893 after the Preslav national-church gathering, the city is announced as the capital of the Bulgarian country, becoming the seat of the first bulgarian scribe school. The Preslav scribe school develops as an important literatury and cultural centre in Bulgaria and the Slav world, where have served the famed medieval scribes and scholars Naum Ohridski, Konstantin Preslavski, Ioan Ekzarkh, Prezviter Kozma, Chernorizets Hrabar and others.
In the buglariand medieval era Preslav becomes one of the most beautiful and mighty cities of Southeast Europe, from which have been preserved important monuments of the Pliska-Preslav culture. The Outer city was surrounded by whitestone walls. The constructions of the gates, towers and walls are similar to those in Pliska. The Inner city was also surrounded by walls, where is located the complex of the king's landing: imposing stone castles such as the Big Palace and the Throne Palace, richly decorated with columns, mosaic, marble and ceramic icons, the Round Church and others. The city is remarkable for it's time with it's watersupply and canals.
In the archeological findings is a ceramic icon of St. Theodor Stratilat, the Preslav gold treasure and a ceramic iconostasis from the Palace Monstarey, a unique collection of lead seals, a valuable collection of epigraphic monuments.
